3. SOUNDBITE (French) Emmanuel Macron, French President:
"And to the misfortunes of the Israelis are added those of the Palestinians. And we can't resign ourselves to this, because all lives have equal worth, and because for us the bearers of universal and humanist values, there are no double standards."

5. SOUNDBITE (French) Emmanuel Macron, French President:
"We must say it clearly, in the face of terrorism, Israel has the right to defend itself and the duty to protect its own people. It also has an eminent responsibility, which is that of all democracies: to respect the law and protect civilians. And Israel knows that the fight against terrorism can never be carried out without rules. The trap of terrorism is the same for all of us; giving in to violence and renouncing our values."
6. Wide of meeting
7. SOUNDBITE (English) Philippe Lazzarini, UNRWA Commissioner-General:
"Excellencies, this has been a painful month for the UNRWA, the UN agency for Palestine Refugees. 99 of my colleagues have been killed in Gaza, the highest number of U.N. aid workers killed in a conflict in such a short time. They are among 10,000 people killed since the beginning of the war, according to the Ministry of Health in Gaza."

9. SOUNDBITE (English) Philippe Lazzarini, UNRWA Commissioner-General:
"Thousands of children killed cannot be collateral damage. Pushing a million people from their home and concentrating them in areas without adequate infrastructure, is forced displacement. Severely limiting food, water, and medicine is collective punishment. It took many countries that have championed international justice too long to call for adherence to international law. At the same time, several countries rushed to call for cutting aid to Palestine abruptly unplugging an entire system that depends on international aid to survive."

11. SOUNDBITE (English) Philippe Lazzarini, UNRWA Commissioner-General:
"Condemning the horrendous massacre committed by Hamas in Israel is the right thing to do. The U.N. has done so and continues to call for hostages to be released. This cannot, however, justify a war that disregards international human law and promotes dehumanizing rhetoric. References to Palestinians as, and I quote: 'terrorists, human animals, and people to be erased' is unconscionable and demonstrates astounding lack of empathy."
12. Wide of conference
STORYLINE:
French President Emmanuel Macron opened a Gaza aid conference on Thursday with an appeal for Israel to protect civilians, saying that “all lives have equal worth” and that fighting terrorism “can never be carried out without rules.”
Macron reiterated calls for a humanitarian pause in Israel’s operations against Hamas but also stressed that protecting civilians is “non-negotiable.”
France wants Thursday's aid conference to address the besieged Palestinian enclave’s growing needs including food, water, health supplies, electricity, and fuel.
UNRWA Commissioner-General Philippe Lazzarini highlighted the
deaths of thousands of Palestinian children in Gaza and the plight of one million people pushed from their homes and into areas without adequate infrastructure.
"Severely limiting food, water, and medicine is collective punishment," Lazzarini said.
Over 50 nations are expected to attend the conference.
